З 1996 — член СНПУ (в майбутньому — «Свобода»)

З серпня 2008 — заступник голови Всеукраїнського об'єднання «Свобода».

З листопада 2010 — голова фракції Всеукраїнського об'єднання «Свобода» у Львівській міській раді, член постійної депутатської комісії фінансів та планування бюджету.[2]

На парламентських виборах 2012 Руслан Кошилинський займав посаду голови центрального виборчого штабу ВО «Свобода».

З грудня 2012 — Народний депутат України. Пройшов до Верховної Ради України за партійним списком Всеукраїнського об'єднання «Свобода» під номером 12.

13 грудня 2012 був обраний Верховною Радою України на посаду віце-спікера. За проголосували 305 депутатів[3].

Очолював тимчасову спеціальну комісію з підготовки проекту закону про розвиток і застосування мов в Україні (з 04.03.2014).

В результаті Парламентських виборів у 2014 не пройшов до Верховної Ради, оскільки ВО «Свобода» не подолала прохідний бар'єр.

З листопада 2015 — депутат Львівської обласної ради.
