Довідково: У січні 2004 р. РФ запропонувала сформувати єдиний загальноєвропейський простір безпеки на основі ОБСЄ, а у 2008 р. започаткувала ініціативи створення юридично обов’язкового Договору з європейської безпеки. Реагуючи на російські ініціативи, Греція, яка на той момент головувала в ОБСЄ, започаткувала «процес Корфу» з просування діалогу з євроатлантичної та євразійської безпеки та перспективою прийняття статуту ОБСЄ. Потреба вдосконалення роботи ОБСЄ усвідомлювалася усіма країнами-учасницями, що і зумовило загальне схвалення “процесу Корфу”. Водночас держави-члени ЄС і НАТО не вбачали необхідності в переформатуванні основ і механізмів європейської безпеки таким чином, як це пропонувалося проектом ДЄБ. Відповідно до їх позиції, механізми європейської безпеки (насамперед НАТО) цілком задовольняли потреби європейських країн. Обидві ідеї певний час активно обговорювалися, однак сьогодні, враховуючи визнання європейськими державами причетності Росії до конфлікту на Сході України, авторитет Росії, як учасника формування спільного безпекового простору, суттєво знизився і її позиції в контексті реформування ОБСЄ послабилися, а ідея ДЄБ взагалі зникла з міжнародного порядку денного. Сама проблема розширення можливостей ОБСЄ та надання цій організації міжнародної правосуб’єктності залишається актуальною.

Reference: in January 2004, the RUSSIAN FEDERATION has proposed to form a single European security space on the basis of the OSCE, and in 2008 launched an initiative to create a legally binding Agreement on European security. Reacting to the Russian initiative, Greece, which at the time of the OSCE Presidency, launched the Corfu process "with the promotion of dialogue on Euro-Atlantic and Eurasian security and the prospect of the adoption of the Charter of the OSCE. The need for improving the work of the OSCE usvìdomlûvalasâ of all participating countries, which led to a general endorsement of the "process of Corfu". At the same time Member States of the EU and NATO is not considered necessary in pereformatuvannì foundations and mechanisms of European security, and thus, as it was the project of TES.
