СММ була спрямована в Україну на прохання українського уряду в березні 2014 року, а Місія спостерігачів ОБСЄ на двох російських пунктах пропуску “Гуково” і “Донецьк” була направлена за запрошенням російської сторони рішенням ОБСЄ в липні 2014 р.

Діяльність СММ щороку продовжується одноголосним рішенням Постійної Ради ОБСЄ, у випадку дострокового припинення місії таке рішення також має бути прийняте одноголосно. Таким чином, найпростішим способом зупинити СММ для будь-якої країни-члена ОБСЄ є заблокувати консенсус в момент щорічного прийняття рішення щодо продовження діяльності СММ.

The SMM was dispatched to Ukraine at the request of the Ukrainian Government in March 2014, and the Mission of OSCE observers on two Russian checkpoints "Gukovo" and "Donetsk" was directed by invitation of the Russian side to the decision of the OSCE in July 2014. The activity of the SMM annually continues by unanimous decision of the OSCE Permanent Council, in the case of early termination of the Mission of this decision should be taken unanimously. Thus, the easiest way to stop the SMM for any member of the OSCE is to block consensus at the time of the annual decision on continuation of the SMM.
