У системі державного управління США три гілки влади – вико¬навча, законодавча та судова – є незалежними та чітко відокремленими одна від одної, аби врівноважити повноваження кожної з них повноваженнями двох інших гілок і контролювати можливі зловживання з боку будь-якої з влад.
Президент США очолює виконавчу гілку федерального уряду, чисельністю близько 4 мільйонів осіб, включаючи 1 мільйон військових дійсної служби, а також має законодавчі та судові повноваження. В межах виконавчих повноважень Президент керує загальнодержавними справами й роботою федерального уряду. Президент може видавати виконавчі укази, які є обов'язковими до виконання федеральними органами, але не потребують схвалення Конгресом. Президент призначає керівників міністерств і відомств, кандидатури яких має затвердити Сенат, а також сотні інших федеральних урядовців вищої ланки. Як головнокомандувач збройних сил Сполучених Штатів Президент може оголосити призов на федеральну службу підрозділів Національної гвардії штатів.
В межах законодавчих повноважень Президент може накласти вето на будь-який законопроект, схвалений Конгресом, який проте може подолати це вето двома третинами членів кожної з палат.
