Реалізація українських пропозицій могла б відбутися за умови створення міжнародного миротворчого контингенту під егідою ОБСЄ, мандат якого передбачав би участь у врегулюванні збройного конфлікту. Однак, створення такого контингенту потребує реформування самої ОБСЄ, що є питанням довгострокової перспективи. Тому на даному етапі ідея “озброєної поліцейської місії ОБСЄ” може бути лише предметом діалогу для пошуку більш реалістичних варіантів. В цьому контексті важливий сам факт обговорення необхідності залучення в Україну міжнародного миротворчого контингенту.

Окремі експерти згадують Операцію “Альба” у 1997 р., як приклад участі ОБСЄ у залучення озброєного миротворчого контингенту для попередження громадянської війни в Албанії. Однак, ОБСЄ брала участь в цій операції лише як спостерігач, сама операція була санкціонована РБ ООН, а командування мало інтернаціональний склад з представників країн-учасників операції. Для України це була б бажана модель, але її реалізація вимагає: 1) подолання російського вето у РБ ООН та ОБСЄ; 2) готовності потенційних країн-учасниць об’єднаного контингенту до військової конфронтації їхніх сил з російськими силами.

The implementation of the Ukrainian proposals could occur under the condition of creating an international peacekeeping contingent under the auspices of the OSCE, the mandate of which involved to participate in the settlement of armed conflict. However, creating such a contingent needs reforming the OSCE, is a matter of long-term prospects. So at this point the idea of armed police OSCE mission "can only be the subject of dialogue for a more realistic options. In this context, an important fact discussion of need attraction in Ukraine the international peacekeeping contingent. Individual experts cite Operation "Alba" in 1997, as an example of the OSCE's participation involving armed peacekeeping contingent to prevent civil war in Albania. However, the OSCE participated in this operation only as an observer, the operation was sanctioned by the UNSC, and command little international composition with representatives of countries-participants of the transaction. For Ukraine it would be a desirable model, but its implementation requires: 1) overcome Russian veto in the UNSC and the OSCE; 2) readiness of the potential of the participating countries of the Allied forces to the military confrontation of their forces with Russian forces.
