Вони подають підпорядкованим підрозділам обов'язкові для виконання рішення в межах своїх повноважень; на них покладаються відповідальність та контроль за здійсненням зазначеними підрозділами потрібних функцій.
Функціональна структура дає змогу залучати до керівництва фахівців у певних галузях, більш компетентно розв'язувати поточні питання, розвантажувати й спрощувати роботу керівників вищого рівня. Функціональне управління не виключає лінійного, але дещо обмежує роль лінійних керівників. Водночас функціональне управління певною мірою порушує принцип єдиноначальності, оскільки виконавець отримує вказівки відразу від кількох функціональних керівників.
