ОБСЄ часто піддається критиці за забюрократизованість та низьку ефективність у попередженні та врегулюванні конфлікту. Всі рішення в ОБСЄ приймаються консенсусом 57-ми держав-членів . Для України сьогодні чинник консенсусу в ОБСЄ несе як позив, так і ризик. Ризик полягає в можлив о ст і Росії впливати на будь-яке рішення ОБСЄ, в тому числі щодо роботи Моніторингової місії в Україні. Водночас, той самий принцип консенсусу та велика кількість членів дають ОБСЄ максимальний рівень міжнародної довіри та обмежують можливості Росії звинуватити організацію в упередженості.

Внаслідок агресії проти України суттєво знизився “моральний” вплив Росії в ОБСЄ. Водночас, Росія зберігає необхідний інструментальний рівень впливу на діяльність організації. Використовуючи принцип консенсусу, Росія допускає до прийняття в ОБСЄ лише ті рішення, які не перешкоджають її цілям.

The OSCE often is criticized for the bureaucratisation and low efficiency in the prevention and settlement of conflict. All decisions of the OSCE are accepted by consensus a 57-Member States. Ukraine today is a factor in consensus in the OSCE carries both the urge and risk.
