Робота СММ в зоні АТО обумовлена та обмежена Мандатом Місії та внутрішніми правилами безпеки спостерігачів, в яких безумовним пріоритетом при виконанні обов’язків вважається особиста безпека спостерігача. Умова особистої безпеки, в тому числі, передбачає цивільний статус місії, її нейтралітет та межі її пересування. Ризик для життя або насильницька смерть спостерігача в зоні конфлікту одразу поставить під питання роботу всієї СММ. Саме тому, в ОБСЄ та керівництві СММ в Україні не вважають за можливе та потрібне озброїти спостерігачів вогнепальною зброєю для самозахисту (як це пропонував С.Лавров), оскільки наявність зброї суттєво підвищить ризики для самих спостерігачів.

The work of the SMM in the ATO is due and is limited to the mandate of the mission and internal security rules, in which the priority when performing duties personal security is considered to be an observer. Condition of personal safety, including, involves the civil status of the mission, its neutrality and limits its movement. The risk for life or the violent death of an observer in the zone of the conflict at once put into question the work of all the SMM. Therefore, the OSCE and the leadership of the SMM in Ukraine does not consider it possible or necessary to equip observers firearms for self-protection (as suggested by s. Lavrov), because the presence of weapons significantly increase risks for most observers.

The work of MSF in the area caused by the ATO and the limited mandate and internal rules of safety monitors which absolute priority in the performance of duties considered personal safety observer. Risk to life and violent death of the observer in the conflict zone immediately put into question the operation of the CMM. Therefore, the OSCE and the GAM leadership in Ukraine does not consider it possible and necessary to equip observers firearms for self-defense (as proposed Lavrov), since the presence of weapons will significantly increase the risks for most observers.
