Теоретично, цілком можливо усунути Росію, як державу-агресора, від діяльності ОБСЄ на території України та від прийняття рішень щодо врегулювання конфлікту на Донбасі. ОБСЄ має правовий інструмент усунення держави-агресора від своєї діяльності із врегулювання конфлікту – це принцип “консенсус мінус один”, який був прийнятий на Празькій зустрічі Ради міністрів ОБСЄ у 1992 р. і застосовувався один раз стосовно колишньої Югославії. Таке рішення можливе, але малоймовірне з огляду на вплив Росії, принцип консенсусу в ОБСЄ та, загалом, політико-дипломатичну ситуацію, що склалася навколо російської агресії щодо України (коли навіть не всі європейські держави приймають рішення приєднатися до санкцій ЄС стосовно Росії).
