Функціонування всіх трьох рівнів повинно забезпечити стабільність пенсійної системи і як результат дати можливість громадянам отримувати пенсійні виплати на рівні 50-60% від середньої заробітної плати, що відповідає світовим стандартам соціального забезпечення. Близько половини цих виплат мають складати кошти, що накопичуються в недержавних пенсійних фондах. На даний же час загальний розмір пенсійних виплат сягає 30% від середньої заробітної плати, що вказує на те, що стан пенсійної системи в Україні є незадовільним. Більше того, такий стан сприяє погіршенню соціально-економічної суперечності і загрожує соціальній безпеці суспільства [3].

The functioning of all three levels should ensure the stability of the pension system and as a result allow citizens to receive pension at 50-60% of the average wage, which corresponds to the world standards of social protection. About half of these payments should prepare the funds that accumulate in the non-State pension funds. At this same time, the overall size of the pension payments reaches 30% of the average wage, which indicates that the State pension system is unsatisfactory. Moreover, the State contributes to the deterioration of socio-economic contradictions and threatens social security society [3].

Moreover, this situation contributes to the deterioration of the socio-economic contradictions and threatening social security of society [3].
