Даючи свою згоду у березні 2014 року на присутність Спеціальної моніторингової місії в Україні за винятком Криму, Росія вочевидь не планувала широкого залучення власних військових сил для реалізації своїх цілей на території України. Вихід з-під підпорядкування центральній владі окремих українських територій мав відбутися у вигляді прояву непокори місцевого населення. В такому випадку СММ спостерігала б за внутрішньоукраїнською кризою. Сьогодні ж військова підтримка Росією бойовиків зумовлює відмову останніми у вільному доступі спостерігачів СММ на всю окуповану територію Донбасу.
