Поліцейська місія ОБСЄ чи миротворчий контингент?

Україна надала запит на миротворчу місію ООН ще 30 березня 2015 і таким чином запустила процес розгляду даного питання в ООН. Питання досі не вирішене. Українська влада, шукаючи варіанти залучення міжнародного миротворчого контингенту, висуває пропозицію щодо спрямування в зону АТО поліцейської місії ОБСЄ, на яку покладалася би ціла низка завдань:
допомога у налагодженні контролю над окупованою територією Донбасу через контроль лінії зіткнення, місць дислокації важкого озброєння;
відновлення контролю за українсько-російським кордоном;
гарантування безпеки під час підготовки та проведення виборів;
передача влади законно обраним представникам місцевого самоврядування.
Однак, в ОБСЄ немає досвіду організації поліцейської місії з мандатом, який би задовольняв вищенаведені вимоги. Усі місії ОБСЄ, пов’язані з роботою поліції, були пост-конфліктними місіями і обмежувалися тренінгом місцевих поліцейських сил. Мандат цих місій в жодному разі не передбачав залучення персоналу місій до вирішення конфліктних ситуацій.

The OSCE police mission or peacekeepers? Ukraine provided the request for the UN peacekeeping mission still March 30, 2015 and thus launched the process of consideration of this issue at the United Nations. The issue is still not resolved. The Ukrainian authorities, looking for attracting international peacekeeping contingent, puts forward a proposal for direction in the area of ATO police missions, which would be tasked with a number of tasks:assistance in establishing control over the occupied territory of Donbass via the control line, sprang heavy armament;recovering control of the Ukrainian-Russian border;guarantee the security during the preparation and conduct of elections;the transfer of authority legitimately elected representatives of local self-government.However, the OSCE has no experience of police mission with a mandate that would meet the above requirements. All missions related to the work of the police, were the post conflict missions and were confined to the trenìngom of the local police force. The mandate of these missions in any case not envisaged the involvement of personnel of the missions to conflict resolution.

Ukrainian authorities are seeking options for attracting international peacekeeping force, makes proposal to focus the zone ATO police OSCE mission, which attributed to a number of tasks:
help in establishing control over the occupied territories of Donbass through control contact line, places of deployment of heavy weapons,
restore control over Ukrainian-Russian border,
to guarantee security during the preparation and conduct of elections and
transfer of power legitimately elected representatives of local government.
However, no experience of the OSCE police mission with a mandate that would satisfy the above requirements. All OSCE related to the work of the police, were post-conflict missions and limited training of local police forces. The mandate of the mission is by no means provided for the involvement of staff missions to conflict resolution.
