Розстрочка призведе до виникнення та накопичення боргів («касових розривів») у Виконавців послуг за:
- договорами постачання газу перед Компанією;
- договорами з транспортування газу перед ПАТ «Укртрансгаз»;
- договорами з розподілу природного газу перед операторами ГРМ;
Окрім того Виконавці послуг будуть неспроможності виконувати свої зобов’язання з оплати праці, придбання МТЦ для операційної діяльності, обслуговування кредитних договорів тощо. Тобто існує додатковий ризик, що підприємства теплоенергетики вимагатимуть від Уряду збільшити їх норматив розщеплення коштів, що надходять на спецрахунки від споживачів теплової енергії шляхом внесення відповідних змін у діючий порядок розподілу коштів (ПКМУ№217).
За попередніми оцінками на кінець грудня 2016 року кумулятивний негативний ефект для Компанії від впровадження 50% розстрочки населенню на оплату теплової енергії складе близько 2,3 млрд.грн.
