Рекомендації його ухвалення Верховною Радою в першому читанні передувало широке обговорення на засіданнях робочих груп, де спільно з представниками Мінфіну, Мінекономрозвитку, ДФС, експертного середовища вивірялася кожна буква закону. Законопроект 2554а-д комітет розглянув на своєму засіданні ще 20 квітня 2016 р., оскільки, як справедливо зауважили колеги по комітету, бізнес терпіти не може – в нього запасу міцності вже немає. На жаль, низка народних обранців не поділяють таку точку зору.
