За своєю структурою він поділяється на сектори за основними напрямками діяльності ЮНЕСКО.
Основними сферами компетенції ЮНЕСКО є: освіта - від дошкільної до вищої та безперервної, у тому числі для дорослих, превентивна (профілактична), спеціальна, професійно-технічна; прикладні, точні та гуманітарні науки; культура й міжнародне культурне співробітництво; засоби масової інформації, інформатика та комунікація.
Україна є членом ЮНЕСКО з травня 1954 року. За цей період вона виступила ініціатором започаткування багатьох міжнародних програм і проектів організації. Українська держава висунула пропозицію про використання засобів інформації з метою зміцнення миру, недопущення пропаганди війни, насильства й ненависті між народами, що дало поштовх до розробки Декларації про раси й расові забобони, започаткування проектів щодо ролі ЮНЕСКО у встановленні нового міжнародного економічного порядку. Загалом відносини співробітництва між Україною та ЮНЕСКО розвиваються конструктивно, спрямовані, зокрема, на розширення участі українських інституцій у міжнародному співробітництві в гуманітарній сфері, а також на посилення економізації, участі України в програмній діяльності організації.
